The Division Human Resources Section prioritizes, directs, and accomplishes a myriad of career-related personnel matters including hiring and training, assigning and promoting, labor relations and wellness, maintaining personnel records and data systems, and separating members from service.
The section consists of 3 offices and 3 bureaus:
Office of Labor Relations
The Office of Labor Relations is responsible for administering the grievance process for both enlisted and civilian employees and providing management assistance in the administration of employee contractual agreements.

Office of Health & Wellness
The Office of Health & Wellness is dedicated to creating and providing high quality health-fitness and wellness services to the entire New Jersey State Police as well as the Department. Through the use of physical activity, exercise, education, training, and lecture series.

Office of Human Resources
The Office of Human Resources (OHR) is dedicated to assisting all Division employees, both civilian and enlisted, in reaching their full potential in both performance and reward. OHR is committed to diversity, equal opportunity and fair treatment in assessing the needs of individual members relative to career development and administration of employee benefits. The Office is the customer service liaison for all Division of State Police personnel needs.
The office consists of 3 units:
Employee Services Unit
Responsible for administering the health benefits program, pension systems, selection and staffing of civilian employees, as well as administering classification and compensation systems for enlisted and civilian employees.
Payroll Unit
Responsible for processing payroll, overtime payments, shift differential payments, tracing lost checks, and preparing certification of service and final salary forms.
Time & Leave Management Unit
Responsible for processing all leaves of absence, sick leaves, aggregate leaves, military leaves, and voluntary furlough requests, state and federal family leave, and donated sick leave in accordance with the Division Police and Department of Personnel regulationsBack | Top

The Training Bureau, located at the State Police Academy in Sea Girt, New Jersey, is responsible for conducting a variety of pre-service and advanced law enforcement training for prospective State Police candidates. The Bureau also conducts regular in-service training classes and workshops for enlisted and civilian State Police personnel, as well as advanced and specialized training for federal, state, county, and municipal police agencies.
The Bureau consists of 7 units :
Law Enforcement Science
Unit
Responsible for instructing all courses related to State Police recruits, Basic Course for Police Officers and advance training schools.
Firearms & Self Defense Training Unit
Responsible for the development of firearms pre-service and in-service curriculum, including the research and development of all relevant lesson plans and training.
In-Service Training Unit
Responsible for all post-academy in-service training programs.
Training Support Unit
Responsible for the budgeting, purchasing, acquisition, distribution and record keeping of all training supplies and materials needed at the Training Bureau facility.
Managerial Developmental Unit
Responsible for developing and delivering training designed to enhance the management, supervisory and leadership capability of all troopers who are advancing in rank.
Armorer Unit
Responsible for the inspection, maintenance and repair of all Division firearms.
Regional Intelligence Academy
Responsible for providing training curriculum to educate and evaluate skill sets of law enforcement, homeland security, and public safety professionals in the tradecraft of intelligence across multi-jurisdictional and multi-disciplinary boundaries.

Occupational Health Bureau
The Occupational Health Bureau is responsible for overseeing the duties and responsibilities of members assigned to the Medical Services Unit, Compliance Unit, and the Peer Advocate Services Unit. Additionally, members assigned to the Occupational Health Bureau ensure that all benchmarks for these units are consistent with best practice.
The bureau consists of 3 units:
Compliance
Unit
Responsible for providing supervision to enlisted members on extended sick leave, tracking sick time, conducting integrity checks as well as implementing and coordinating the New Jersey State Police Random Drug Testing Program.
Medical Services Unit
Responsible for providing pre-employment medical examinations, disease monitoring as recommended by best practice and overseeing the health and well being of all personnel by conducting daily sick call for all enlisted members.
Peer Advocate Services Unit
Responsible for providing pro-active guidance for enlisted members and supervisors to assist in resolving potential conflict. Additionally, the unit provides Critical Incident Stress Management Debriefing and services to Division personnel who experience traumatic events.

Organizational & Employee Services Bureau
The Organizational & Employee Services Bureau is responsible for conducting a variety of programs including; pre-service recruiting, career development, promotional systems, advanced school selection, evaluations and specialist selection processes, organizational analysis, managerial development, and confidential assistance to Division members.
The Bureau consists of 5 units :
Promotional Process Unit
Responsible for the Division’s promotional process which includes managing and maintaining a promotional database, facilitating the continued automation of promotional systems and providing promotional related assistance, training and support to the various sections.
Professional Development Unit
Responsible for administering and overseeing all facets of S.O.P. C45, Specialist Selection. Establishing partnerships and providing educational liaison services with higher learning institutions. They also provide members with training necessary for career development.
Records Management Unit
Responsible for maintaining all enlisted and civilian personnel files, Human Resources management database and all associated databases. Managing all personnel orders; processing transfer requests and coordinating identification card requests.
Recruiting Unit
Responsible for recruiting qualified applicants representative of the citizens of the state of New Jersey.
Selection Process Unit
Coordinates the selection process from application to appointment to the State Police Training Academy for all applicants seeking the position of Trooper.
